<p align="justify"><strong>GENEVA &#8211; </strong>The lifting of the Union of Islamic<br />
Organizations in Geneva filed a lawsuit on charges of incitement to racism<br />
against the political right-wing press for publishing an article calling for a<br />
&#8220;mass expulsion of Muslims from Switzerland.&#8221;</p>
<p>However, the official newspaper editor for publishing the article said in a<br />
report published agency &#8220;swissinfo&#8221; on Monday he had not seen the article before<br />
its publication, saying that the article &#8220;has been withdrawn from the website of<br />
the newspaper even before the issuance of the reactions of others.&#8221;</p>
<p>The agency said that the Union of Islamic Organizations in Geneva, comprising of<br />
9 organizations and associations representing Muslim communities living in the<br />
Canton of Geneva, the city filed a complaint with judicial Winterthur, near<br />
Zurich, against the publication of an article written by Associated extremist<br />
political Chmidhauser Philly newspaper &#8220;Soiserzait&#8221;, mid-November 2009, included<br />
negative opinions about Islam and Muslims.</p>
<p>The lawsuit, filed three weeks before the prosecution of the Chief of the Party<br />
&#8220;Democrats Swiss&#8221; (far right) in the city of Torgau, which belongs to<br />
Chmidhauser, Director Ulrich Chloer Gazette, a lawmaker from the Swiss People&#8217;s<br />
<a href="http://www.alago2008.org/">Party</a> (nationalist right), as responsible for editor of the newspaper are<br />
published once every half month, the party made a referendum banning the<br />
construction of minarets in Switzerland last November.</p>
<p>Article published in the fourth page of the paper version of the paper, before<br />

<p align="justify"><b>Santiago (Chile) </b>- The number of victims of the<br />
earthquake and tsunami that struck Chile to more than 700 people on Monday<br />
1/3/2010, after it announced the Chilean coastal town of Konsticion to the<br />
victims and pray for 350 people, while the government is trying to deliver aid<br />
to the survivors, and imposed a curfew to stop looting. </p>
<p>The Chilean government announced that 711 people were killed and they sent ten<br />
thousand troops; to promote a curfew in the affected areas, and an end to<br />
looting by people who desperately need for food and water, after the earthquake <span id="more-866"></span><br />
that struck the country last Saturday, with a magnitude of 8.8 degrees, and is<br />
one of the most powerful earthquakes in the world A century ago, according to<br />
Reuters. </p>
<p>The head of Chile&#8217;s Michelle Bachelet: &quot;It&#8217;s a big disaster .. a growing number<br />
of missing,&quot; she said it was sending food and medical aid to some two million<br />
people have the impact of the earthquake. </p>
<p>The earthquake destroyed hundreds of thousands of ruined homes and highways,<br />
bridges, and dealt a heavy blow to the infrastructure in Chile&#8217;s largest copper<br />
producer in the world, and one of the most stable economies in Latin America.</p>
<p>The lack of water, food and fuel to exacerbate the plight of hundreds of<br />

transporting food and electrical equipment from a supermarket in the Konsticion.</p>

basic supplies, and called for sending troops to the city. </p>
<p>And started the Santiago airport to receive international flights for the first<br />
time since the quake, officials said that the airport&#8217;s runways intact but<br />
damaged passenger hall. </p>
<p>The giant waves swept the earthquake raised some coastal towns and villages near<br />
the epicenter of the quake to demolish homes and forced people to flee to the<br />
hills. </p>
<p>The government had informed the Chileans after the quake, there is no danger of<br />
a tsunami, an error said that it was based on incorrect data from maritime<br />
experts. </p>
<p>The quake triggered a tsunami in areas as far away as Japan and Russia, but<br />
there were no immediate reports of casualties or serious damage.</p>

<p>Cairo &#8211; Mohamed ElBaradei, left the former Director-General of the<br />
International Atomic Energy Agency and a likely candidate for the presidential<br />

<p><b>Political Reform </b></p>

that all representatives of the people in the political sphere elected and not<br />
appointed.&quot; </p>
<p>5 &#8211; &quot;to provide equal space in the media for all candidates, particularly the<br />
national media.&quot; </p>
<p>6 &#8211; a full judicial supervision undiminished on the electoral process from<br />
beginning to end, the courts should be the main factor and the final say on any<br />
appeals related to the safety and validity of the electoral process. </p>
<p>7 &#8211; international supervision by international organizations agreed in advance<br />
between the government and those organizations, as is the custom in all<br />
democratic systems. </p>
<p><b>Economic reform </b></p>
<p><b><u>With regard to economic reform from the viewpoint of ElBaradei has focused<br />
on the following: </u></b></p>
<p>- Raising incomes of individuals; where 42% of the Egyptian people under the<br />
poverty line or less than a dollar a day. </p>
<p>- Dealing with the crisis, which began infested slum in an unprecedented way and<br />
is home to nearly 8 million Egyptians. </p>
<p>- Exportation of agricultural products after making sure that there is a surplus<br />
to attract hard currency. </p>
<p><b>Social Reform </b></p>
<p><u><b>ElBaradei and select some points with regard to social aspects, namely:<br />
</b></u></p>
<p>- Development of education to be in line with the developed countries and<br />
upgrading of health services for the ordinary Egyptian citizen. </p>
<p>- Solve the problem of traffic congestion and road accidents and pollution of<br />
water, food and air. </p>
<p>- Attention to the infrastructure of the State which is already eroded. </p>
<p><b>Thorny issues </b></p>
<p><u><b>With regard to the thorny issues, has adopted controversial ElBaradei<br />
about it biased to the demands of the positions of the parties concerned and<br />
calling its &quot;rights&quot;, led by the Muslim Brotherhood and the Coptic minority,<br />

<p>- The right of the Muslim Brotherhood in the establishment of a political party<br />
with religious referentiality; wondering: How the Constitution prohibits the<br />
establishment of the Muslim Brotherhood party based on religion, which states<br />
that the main source of legislation is Islamic doctrine. </p>
<p>- Freedom to build churches for Christians Without Borders and the nomination of<br />
a Copt for the presidency, as well as women&#8217;s running for president, citing the<br />
example of India and the multiplicity of religions there, as Prime Minister of<br />
India, a Sikh, although Sikhs make up 2% of the population.</p>

Islamic finance in Africa. </b></p>
<p>
<b>How Islamic finance has she acted during the financial crisis?</b> </p>
<p>Islamic banks have weathered the first shock of the crisis (financial crisis)<br />
because of their non-exposure to structured investment products based on<br />
interest, strictly forbidden by sharia. However, the decline in liquidity on<br />
international markets (including investment banks or Islamic Arcapita as Gulf<br />
Finance House) and the transformation of the financial crisis, economic crisis<br />
has impacted the quality of the assets of Islamic banks and their profitability<br />
. These impacts are however not related to the nature of Islamic banks,<br />
conventional banks since also been impacted. </p>
<p>
<b>What are the prospects for 2010 and years to come for Islamic finance? </b></p>
<p>Islamic finance has continued to grow rapidly in 2009 despite the crisis. The<br />
total assets of the top 500 Islamic banks around the world rose from 639 billion<br />
dollars in 2008 to 822 billion in 2009, an increase of 28.6%. The sukuk market<br />
has also rebounded with a total emission of 23.3 billion dollars in 2009 against<br />
14.9 billion in 2008. At end 2009, total cumulative emissions of sukuk reached<br />
100 billion dollars. </p>
<p>The outlook remains positive for Islamic finance. There is great interest in<br />
some Muslim countries (in Africa and Asia) and non-Muslims (especially in<br />
Europe) to establish Islamic banks or issuing sukuk. </p>
<p>
<b>In Africa, how Islamic finance has evolved? Is there a specific role? Stands<br />
does other forms of financing? </b></p>
<p>In Africa, Islamic finance has seen some developments in recent years in some<br />
countries. Morocco has authorized certain Islamic products in 2007. In 2009, tax<br />
adjustments have been proposed to make these products as competitive as<br />
conventional products. In Tunisia, the Central Bank has granted a banking<br />
license to a universal Islamic bank privately. This bank (Bank Zaytuna) will<br />
start operations during the first half of 2010. The Gambia has issued a series<br />
of sukuk through its central bank, albeit for smaller amounts. Nigeria has put<br />
in place a regulatory framework for Islamic banks, and it seems there is a<br />
project to establish Islamic bank or conversion of conventional banking. In<br />
Kenya and Sudan, Islamic banks have been created. </p>
<p>Some African countries have held conferences to bring experts in Islamic finance<br />
and explore opportunities available to them. In Africa, the Islamic finance<br />
could play the role of a bridge between countries with strong lending and<br />
countries with much-needed investment, including infrastructure and real estate.<br />
Some transactions were made by Gulf Islamic banks in this direction. </p>
<p>
<b>Under what conditions Islamic finance could play a role commensurate with its<br />
potential? </b></p>
<p>Several conditions must be met. Quantifying the request: whether there is<br />
currently a real demand for Islamic finance in Africa. This certainly depends on<br />
the countries and the interest of natural customers (Muslims) or non-Muslim<br />
customers (who could be seduced by the principles of Islamic finance) will<br />
demonstrate for Islamic finance. </p>
<p>Political support: Islamic finance can develop without political support. This<br />
support is evident in some countries, such as those who authorized the<br />
establishment of Islamic banks. </p>
<p>Support from the business community: the English experience in this area has<br />
demonstrated the importance of this support. The conventional bankers can see in<br />
the Islamic finance a strategic opportunity for differentiation, in-banked<br />
markets, for example. </p>
<p>The regulatory and tax adjustments: to allow Islamic banks to operate in a more<br />
comparable with conventional banks (taxation, banking regulations, etc..). </p>
<p>The implementation of corrective actions to reduce the structural weaknesses of<br />
Islamic finance, including differences in interpretation of sharia. In Morocco,<br />
for example, that the Central Bank has set up different types of products and<br />
structures eligible. </p>
<p>A skilled labor more abundant. Some schools and European universities have<br />
launched courses to remedy this deficiency. </p>
<p>Regarding the potential, we believe that Islamic finance could help African<br />
economies to achieve a double objective: to offer customers products which<br />
conform to its needs and expectations, and attracting direct foreign investments<br />
or enter the Sukuk market in s &#8216;addressed to investors who would not invest in<br />
conventional products.</p>

to see an Islamic bank, there is an agreement that is signed. This agreement<br />
defines the outset the amount to which each party. Do not forget that this is<br />

<p>

<b>Does this mean that non-Muslims may not have access to Islamic finance?</b></p>
<p>
Not at all. Côte d&#8217;Ivoire is now receiving loans from the Islamic Development<br />
Bank (IDB). Islamic financial institutions are open to all, beyond religious<br />
differences. A Christian, a Jew or any other person may qualify for loans. As<br />
proof, in our structure is in phase constitution, we non-Muslims. We are<br />
providing them loans provided they adhere to the statutes and regulations. In<br />
the contract we sign, we let them know that we can not fund, for example, a farm<br />
